Read the authority column literally. What an operator can do depends on what is wired in your workspace. Many operators draft and queue work for a human to approve rather than sending, spending, or deploying it directly. Where that is the case, the authority column says so. An operator never exceeds its authority, and that limit is enforced on the server, not in the prompt.
